Warfare may be an awful thing, but it has a habit of accelerating health technology in ways that are helpful to everyone.
For example, in World War II the Allies made significant medical advances in vital areas such as developing antibiotic drugs — which the Germans didn’t possess — and performing lifesaving blood transfusions.
Now, however, the military is developing an alarming new interest in the human body and brain. It wants to create armies of mutant soldiers, equipped with unstoppable physical and mental powers.
Within 30 years, according to newly released Ministry of Defence papers, British soldiers should be able to lift huge weights, run at high speeds over extreme distances, have infra-red night vision built into their brains, and even be capable of transmitting thoughts by electronically aided telepathy.
And this is not just pie-in-the-sky planning. Science is now emerging that may make these army dreams real.
A recent Freedom of Information request revealed details of a two-day future-gazing summit by the MoD’s obscure Development Concepts and Doctrine Centre, where military spooks swapped ideas with experts from universities, industry and government.
The summit concluded that by 2045, advances in medical technology could create a class of genetically superior humans — rather like the super-powered science fiction characters Wolverine, Storm and Rogue from Marvel Comics.
Further details of the military boffins’ thinking are on the internet, in an MoD report titled: Global Strategic Trends Out to 2040. This predicts that advanced drug and genetic technologies will enable armies to reprogram soldiers’ genes, in order to transform them into daunting fighters.
High-tech implants in brains could also help to turn square-bashing squaddies into super-intelligent man-machines. The defence ministry forecasters have given the process a chilling clinical name: ‘human augmentation’. They predict that these brain implants (called ‘cognitive prostheses’) could give solders bionic vision and hearing, as well as towering IQs and total recall.
The MoD report adds that such ‘augmented’ soldiers could even have bodies that self-repair wounds, through the use of what it terms ‘regenerative medicine, tissue engineering and artificial immune systems’.
It all sounds far too fantastic to be real. But, in fact, some of these outlandish predictions are already turning out to be true.

For example, America’s Lockheed Martin company is developing an advanced robotic exoskeleton known as the Human Universal Load Carrier, which will enable men to carry massive loads with minimal effort, either on their front or their back.
The skeleton is ultralight, highly mobile and attached to the outside of the body with its own titanium legs, which transfer the weight of any load to the ground.
Microcomputers sense the soldier’s body movements and enable it to do exactly what he does, whether it is running, lifting or even crawling. Prototype versions are already entering combat trials in Afghanistan.
Meanwhile, super-vision came considerably closer last year after pioneering surgery at the John Radcliffe Hospital in Oxford restored some sight to Tim Reddish, a Paralympic swimming champion in his 60s who had been blind for 17 years.
The key to the operation’s success was a 3mm microchip with 1,500 light-sensitive cells implanted into each retina and connected by wire to a power unit implanted behind his ear.
When light enters the eye and hits the chips, it stimulates light-sensitive cells which send signals to the brain, enabling him to see.
Military experts see huge potential. Experiments in the U.S. have shown that implant technology could also give normally sighted soldiers amazing extra senses, such as night vision, and even the ability to see magnetic fields.

Building 257
Building 257, also known as Lab 257, was a U.S. biological warfare research laboratory located at Fort Terry on Plum Island, New York. Originally intended for munitions storage, the facility researched anti-animal biological agents beginning in 1952 under the U.S. Army. Biological warfare research continued in the building under the U.S. Department of Agriculture until a new laboratory was completed.
Building No. 257 at Fort Terry, on Plum Island near Long Island, New York, was completed around 1911.
The original purpose of the building was to store weapons, such as mines, and the structure was designated the Combined Torpedo Storehouse and Cable Tanks building. Fort Terry went through a period of activations and deactivations through World War II until the U.S. Army Chemical Corps took over the facility in 1952 for use in anti-animal biological warfare (BW) research. The Chemical Corps planned a laboratory for the fort, to be housed in Building 257. The conversion of Fort Terry to a BW facility required the remodeling of Building 257 and other structures.
History
As work neared completion on the lab and other facilities in the spring of 1954 the mission of Fort Terry changed. Construction was completed on the facilities on May 26, 1954 but the post was transferred to the U.S. Department of Agriculture(USDA) before the military could utilize the new laboratory facilities. Fort Terry was officially transferred to the USDA on July 1, 1954, at the time scientists from the Bureau of Animal Industry were already working in Building 257. Construction on a new lab facility, known as Building 101, also began about this time but was not completed until September 1956.
A modernization program in 1977 aimed to update both Building 257 and Building 101, but the program was canceled in 1979 because of construction contract irregularities. Plum Island facilities were essentially unchanged until a new modernization began in 1990.Two-thirds of the laboratory facilities inside Building 101 were renovated and an operations from Building 257 were consolidated into Building 101. According to the Department of Homeland Security, Building 257 was closed in 1995 and currently poses no health hazard.
Research
The original anti-animal BW mission was “to establish and pursue a program of research and development of certain anti-animal (BW) agents”. By August 1954 animals occupied holding areas at Plum Island and research was ongoing within Building 257. Scientists worked with “hot viruses” in the building, known simply as Lab 257 at this point, on animals and in petri dishes. Work was conducted through gloveboxes, steel, windowed boxes outfitted with glove inserts for experiments inside the contained box. The USDA facility, known as the Plum Island Animal Disease Center, continued work on biological warfare research until the U.S. program was ended by Richard Nixon in 1969.
The bio-weapons research at Building 257 and Fort Terry was shrouded in aura of mystery and secrecy.The existence of biological warfare experiments on Plum Island was denied for several decades by the U.S. government. In 1993 Newsday unearthed documents proving otherwise.

Erich Traub (1906–1985) was a German veterinarian and scientist/virologist who specialized in foot-and-mouth disease, Rinderpest and Newcastle disease.
Traub was a member of the National Socialist Motor Corps (NSKK), a Nazi motorist corps, from 1938 to 1942.
He worked directly for Heinrich Himmler, head of the Schutzstaffel (SS), as the lab chief of the Nazi’s leading bio-weapons facility on Riems Island.
Traub was rescued from the Soviet zone of Germany after World War II and brought to the United States in 1949 under the auspices of the United States government program Operation Paperclip, meant to exploit the post-war scientific knowledge in Germany, and deny it to the Soviet Union.

Samsung is exploring ways to bring mind control to its mobile devices in hopes of allowing people with mobility impairments to communicate and function more easily in modern society.
But the ultimate goal of the brain-controlled computer project is to broaden the ways in which all people can interact with devices, researchers in the Samsung’s Emerging Technology Lab told MIT Technology Review.
The Samsung researchers are testing how people can use their thoughts to open an application, communicate a message, select a song from a playlist, or turn on or off a Samsung Galaxy Note 10.1

The researchers are working on the new brain-controlled technology in collaboration with Roozbeh Jafari, an assistant professor of electrical engineering at the University of Texas, Dallas.
The early-stage research, which utilizes a plastic cap covered with EEG-monitoring electrodes and a tablet device, shows how a brain-computer interface could help someone with mobility issues complete tasks that otherwise could not be done.
In using EEG-detected brain signals to control the interface, the researchers monitored typical brain activity patterns that occur when people are shown repetitive visual patterns.
The Samsung and UT Dallas researchers found that people could launch an application and make selections within it by concentrating on an icon that was blinking at a distinctive frequency.
Discovering new ways to interact with mobile devices has been a driving force behind the project, Insoo Kim, Samsung’s lead researcher, told Technology Review.

Kim noted that speed with which a user of the EEG-control system can interact with the tablet device depends on that user.
In the research team’s experiments so far, users, on average, have been able to make a selection once every five seconds with an accuracy ranging from 80 to 95 per cent.
The researchers are just getting started and for now Samsung has no immediate plans to sell a brain-controlled phone, Technology Review reports.

Machines with the ability to attack targets without any human intervention must be banned before they are developed for use on the battlefield, campaigners against ‘killer robots’ have urged.
The weapons, which could be ready for use within the next 20 years, would breach a moral and ethical boundary that should never be crossed, said Nobel Laureate Jody Williams, of the ‘Campaign To Stop Killer Robots’.
‘If war is reduced to weapons attacking without human beings in control, it is going to be civilians who are going to bear the brunt of warfare,’ said Williams, who won the 1997 peace prize for her work on banning landmines.

Rapid advancements in technology have allowed countries such as the United States, China, Russia, Israel and Germany to move towards systems that will soon give full combat autonomy to machines, according to a report by Human Rights Watch.
‘We think that these kinds of weapons will not be able to comply with international humanitarian law,’ Steve Goose, Human Rights Watch executive director, told Reuters.

In the weeks leading up to Monday’s premier of Sirius, UFO enthusiasts had grown increasingly excited that the film could announce a major breakthrough in the search for extra-terrestrial life forms, reports The Huffington Post.
The small skeleton certainly bears many of the hallmarks of what we have come to believe aliens look like, in particular a large head overshadowing a small body.
According to Chilean local newspaper, a man called Oscar Munoz found the remain on Oct. 19, 2003 when he was looking for objects of historical value in La Noria, a ghost town in the Atacama Desert.
Near an abandoned church, Munoz found a white cloth containing, according to the newspaper, ‘a strange skeleton no bigger than 15cm [the size of a pen]. It was a creature with hard teeth, a bulging head with an additional odd bulge on top. Its body was scaly and of dark color. Unlike humans, it had nine ribs.
Scientists believe the unusual skeleton is human, yet it has nine ribs
